Quantitative Research and Analysis(QRA)

This function involves the collection, management, analyses, and reporting of EO-related data. QRA supports internal and external compliance efforts by producing surveys and standardized data collection protocols and analyzing/reporting survey results; provides evaluations for EO-related programs and initiatives; works to integrate numerous data sources to provide preventive risk analysis on EO issues; provides technical assistance on data collection/reporting and statistical analysis; and initiates research on EO-related issues to support the NASA mission.

Compliance Support
QRA is responsible for the design, testing, and use of survey instruments, as well as for the analysis of survey data collected as part of the internal and external Agency EO compliance programs and activities conducted by ODEO. Depending on the size and scope of the survey, administration is normally completed by a third party such as NASA Shared Services Center or an outside contractor. R&A receives/processes and analyzes the data and generates a variety of data products.

Program Evaluation
QRA currently works with the Conflict Management Program (CMP), collecting training evaluation data and providing data products to NASA leadership on the evaluation results. QRA is instrumental in identifying performance indicators for the evaluation of the CMP, as well as for other EO programs.

Integrated Data System
A large part of R&A responsibility is to integrate data from a variety of sources, within and external to NASA. These data can be housed in automated systems containing data on reasonable accommodations and EEO complaints, collected in various surveys, or from the Federal Personnel Payroll System (FPPS) administered by the US Department of Interior (DOI). R&A mines these data to proactively identify risk and forecast trends that impact policy and performance, ultimately supporting the NASA workforce and mission.

Research in Support of the NASA Mission
Initiated research is a new seed that ODEO will be nurturing into growth in the near future. QRA will review the integrated data as well as current research in EO-related issues and identify research areas that can strengthen the ODEO program and the NASA workforce. Creating an independent research agenda will allow ODEO to share important findings and theories within the research community.

Technical Assistance
In addition to providing data and research products, QRA provides technical assistance and support to the ODEO on technical issues related to data collection, analysis, interpretation, and reporting. QRA reviews all reports and documents that include data or research references or findings to insure accuracy with established data reporting and analysis protocol; provides input on current data reports and format to include new analyses and a standardized analytic approach; works with the Centers to standardize the approach to data products that are created across NASA; and, provides guidance and training to ODEO staff on technical and data-related topics.
