The Program Planning and Evaluation Division (PPE) manages and directs a wide range of EEO requirements pertaining to the NASA worforce and external EO requirements regarding NASA grant recipient institutions. PPE does so through policy and program development, data analysis and evaluation, outreach, and monitoring.The division is comprised of a program policy development arm, a research and risk analysis arm, and two functional units, Internal EEO Programs and External EO/Civil Rights Programs, which are responsible for developing, managing and implementing compliance programs and activities throughout NASA.
EO Program Policy Development
The PPE Division develops NASA policy directives, procedural requirements, and ODEO guidance on EEO matters pertaining to the NASA workforce and external EO requirements regarding programs assisted and conducted by NASA. Programs assisted by NASA include science, technology, engineering, and mathematics (STEM) programs receiving NASA research and development grants. Conducted programs include onsite tours, visitor Centers, and NASA TV, among many others.

Internal (EEO) Programs
This functional unit is responsible for managing the implementation of EEO requirements under Federal law, such as the Model NASA EEO Plan; functional reviews of NASA Center EO programs; and other internal EEO related requirements (e.g., reasonable accommodations for individuals with disabilities, anti-harassment program and procedures, and NASA special emphasis programs, which focus on matters such as recruitment, promotions, and achievement awards).

External (EO/Civil Rights) Programs
This functional unit is responsible for managing the implementation of EO requirements regarding NASA assisted and conducted programs under Federal law, such as EO compliance reviews of NASA grant recipients; and other external EO compliance requirements (e.g., technical assistance and outreach to grant recipients, and language assistance services regarding NASA conducted programs).

Quantitative Research and Analysis
This function involves the collection, management, analyses, and reporting of EO-related data. QRA supports internal and external compliance efforts by producing surveys and standardized data collection protocols and analyzing/reporting survey results; provides evaluations for EO-related programs and initiatives; works to integrate numerous data sources to provide preventive risk analysis on EO issues; provides technical assistance on data collection/reporting and statistical analysis; and initiates research on EO-related issues to support the NASA mission.
